That’s when most people are trying to rush to or from work in their hectic lifestyles. Because so many people’s travel times coincide, the roads get jammed and traffic slows or stops.

Maybe it’s used to describe our inner feelings, and not our driving speed.
I know I’ve felt "rushed" when sitting in a traffic jam.

When I was growing up it used to be in the mornings about 8am to 9am and afternoons 5pm to 6pm. When everyone was either rushing to work or rushing away again. But now less people work a standard 9 to 5 day peak traffic lasts sooo much longer……
